Khajane 2 Login: Official Access, DSC Setup & Troubleshooting
A practical reference for Karnataka treasury users and citizens making government payments.
Use this guide to understand who needs a Khajane 2 login, how office users prepare access, and how citizens can generate challans without signing in. Always verify current instructions on the official government portal or with your treasury.
Khajane 2 login is how Karnataka government officers enter the state’s treasury system to prepare bills, register recipients and send payments to the treasury. It is a role-based, secured login: you need a user account created through your treasury, a Digital Signature Certificate (DSC) and, in most offices, biometric authentication. Citizens paying a government fee are in a different position. Challan generation is a public service, so most payers never need a login at all.
This guide separates those two audiences, walks through the Khajane 2 login workflow, and covers the problems people actually search for: the localhost:11501 error, software and driver downloads, recipient IDs and salary bill preparation.
Quick answer: do you need a Khajane 2 login?
| You are | Login needed? | What to use |
|---|---|---|
| Citizen or business paying a Karnataka government fee, stamp duty or premium | Usually no. Challan generation is a public service. | The challan option on the K2 home page. |
| DDO, caseworker, superintendent or other office user | Yes. Role-based IFMS login with DSC. | The official Khajane 2 login page. |
| Treasury officer | Yes. | Same login, treasury roles. |
| Vendor, pensioner or other payee | You are a recipient, identified by a 10-digit Recipient ID created by the paying DDO. | Ask the paying office for your Recipient ID. |
| Employee wanting a salary slip | Not through K2. HRMS is a separate application that feeds K2. | Your department’s HRMS. |
If you are in the second or third row, read on. If you only want to pay a fee, jump to challan generation.

What is Khajane 2?
Khajane 2 (K2, Khajane II, sometimes searched as Namma Khajane 2) is the Integrated Financial Management System of the Government of Karnataka. According to the Comptroller and Auditor General’s performance audit, Karnataka computerised treasuries with the original Khajane (K1) platform from 2001 and decided in 2009 to upgrade it into the web-based IFMS known as K2. The audit lists its aims as transparent management of public finances, one electronic platform for all stakeholders, tighter data security and a full audit trail.
What makes it an integrated system rather than a billing website:
- HRMS integration: Employee salary claims are fetched from HRMS into K2, according to Karnataka’s September 2025 presentation at the Conference of State Finance Secretaries.
- Banks and payment systems: Receipts and payments flow through electronic payment integrations with banks.
- Other department systems: e-Procurement is already integrated, and integration with GeM was described as under way in the same presentation.
The practical consequence for you: most Khajane 2 login problems are really role, DSC or local-software problems, not password problems.
Where is the official Khajane 2 login page?
Independent guides point to two addresses for the K2 website: khajane2.karnataka.gov.in and k2.karnataka.gov.in. The Department of Treasuries also runs an information site at khajane.karnataka.gov.in, and the National Government Services Portal lists “Khajane II, Karnataka” as a service.
Whichever address you use, the Khajane 2 login page should load over a secure connection. How to avoid fake pages:
- The address must start with
https://and end with.karnataka.gov.in. - Type or bookmark the address yourself instead of clicking an ad or a “direct login link” from a search result.
- Never enter DSC PINs or passwords on a site that asks you to download a “login tool” from a non-government domain.
Before you log in: the checklist
Confirm these items before your first Khajane 2 login attempt.
| Requirement | Why it matters |
|---|---|
| Registered user account with an assigned role | K2 menus are role-based. The Department of Treasuries states that only employees registered on K2 who have procured a DSC should be assigned roles. |
| DSC token | The Department of Treasuries says every K2 user must use a DSC to perform any activity. |
| DSC token driver installed | The key needs a device driver on the PC. The department’s readiness page names SafeNet and another make as examples. Install the one matching your token. |
| Biometric device and driver | Independent guides describe biometric enrolment at the treasury, with a fingerprint driver on the PC. |
| Stable network and an up-to-date browser | Khajane 2 is accessed over an internet connection. |
| DSC not expired or locked | Expiry is visible under Token Administration. |

How to login Khajane 2: 7 steps
This is the Khajane 2 login process for an office user with an active account.
- Prepare the computer. Install the token driver and any biometric driver supplied by your treasury, then restart the PC.
- Plug in the DSC token and, if your office uses one, the biometric scanner.
- Open the official portal by typing the address yourself and checking the padlock and the
.karnataka.gov.indomain. - Choose the IFMS login option for officers on the Khajane 2 home page. Citizens do not use this option.
- Enter your user ID, password and captcha. Some guides describe KGID-linked credentials, but what your account uses depends on how your treasury created it.
- Complete DSC or biometric verification when prompted, and enter the token PIN.
- Select your role or DDO office, if asked, and open the module you need, such as Bill Preparation and Submission.
If step 5 or 6 fails, go to the troubleshooting table.
Registration and DSC for new users
Getting a Khajane 2 login is a treasury process, not open self-signup. Independent guides describe a treasury-based process: fill the user registration forms (commonly called R1 and R2), visit the district treasury, enrol biometrics and obtain a DSC. Confirm the current form names with your treasury before you travel, because forms are revised.
The DSC path is documented by the Department of Treasuries. After your first login, the user selects Registration → DSC → DSC Procurement → Procurement Request Generation. The department also gives these care rules:
- Keep the DSC in a safe place.
- Check the expiry date regularly.
- Tell the DSC management cell immediately if it is locked, lost or stolen.
Khajane 2 login software download
There is no single “Khajane 2 login software”. Officers usually need three separate pieces:
| Component | Where it comes from | Common mistake |
|---|---|---|
| DSC token driver | The DSC supplier or your treasury, matching your token make. | Installing a driver for a different token brand. |
| Biometric device driver | Your treasury or the K2 project team. | Installing it after plugging in the device, then not restarting. |
| Local helper service that the portal talks to | Your treasury/K2 support team. | Downloading it from a random “K2 software” website. |
Independent guides say the portal has a Downloads section for user manuals and forms. Use the official portal or your treasury as the source. A download hosted on a non-government site that claims to “fix” login is a security risk for a system that handles state funds.

HTTPS localhost:11501 and Khajane 2 login errors
localhost always means your own computer. So an address like https://localhost:11501 is not a Karnataka server. It is a service running on your PC that a web page can talk to, typically used by helper software for hardware such as tokens or scanners. I could not find this port documented on the official Department of Treasuries pages. One low-quality web page claims it supports biometric and DSC integration, so treat that as unconfirmed and ask your treasury or K2 support team what is expected to run on your machine.
What is safe to say: if the browser reports “refused to connect” or ERR_CONNECTION_REFUSED for a localhost address, it usually means nothing is listening on that port, or a firewall or antivirus is blocking it.
Troubleshooting Khajane 2 login errors
Most Khajane 2 login failures fall into one of the patterns below.
| Symptom | Likely cause | What to try |
|---|---|---|
| Localhost page says “refused to connect” | The local helper service is not running, or a firewall blocks it. | Restart the PC, confirm the helper software is installed and running, then check firewall/antivirus rules. If it still fails, contact K2 support. |
| DSC not detected | Wrong or missing token driver, loose USB. | Reinstall the matching driver, try another USB port, restart. |
| Login works but menus are missing | Role not assigned or not mapped to your office. | Ask your DDO or treasury to check your role. Roles are assigned only to registered users who hold a DSC. |
| DSC rejected | Expired or locked token. | Check expiry under Token Administration. If locked, inform the DSC management cell. |
| Biometric not accepted | Dirty sensor, poor scan, or enrolment problem. | Clean the sensor and rescan. If it persists, the treasury may need to re-enrol you. |
| Page loads but nothing responds | Old browser session or blocked pop-ups. | Close all browser windows, reopen the portal, allow required pop-ups for the portal. |
Challan generation without a login
Karnataka’s treasury receives fees, taxes and other payments through challans generated on K2. Independent guides consistently describe citizen challan generation as not requiring registration or any Khajane 2 login. Stamp duty for property registration is a common use case.
A typical workflow:
- Open the K2 home page and choose the challan option.
- Select the department and the type of payment.
- Enter the payer details and amount.
- Generate the challan and note the reference number.
- Pay through the available bank or payment options.
- Use the challan search option to retrieve the challan later, using the details the portal asks for.
Two cautions. First, the payment is not “done” for the receiving department until the bank confirmation reaches the treasury, so keep the reference number rather than relying on a screenshot. Second, challan rules and validity periods are set by the receiving department and the portal, so check the challan itself instead of trusting a blog’s number.

Recipient ID: what it is and how it works
A recipient is any person or firm the government pays. Recipients are created by officers after Khajane 2 login, not by the payee. The Department of Treasuries explains that when a DDO registers a recipient for the first time, K2 generates a unique 10-digit Recipient ID. For example, a government employee falls under category 27, so the ID begins with 27.
The rules that save time:
- Register once. A recipient is unique across K2, so another DDO should not register the same person again. The DDO maps the existing recipient to the office instead.
- How a DDO finds a recipient. The superintendent uses Registration → Registration → Recipient Master → Search & Modify Recipient.
- How a DDO maps one. Use Recipient DDO MPG and enter the Recipient ID or bank account number, then fetch.
- New recipient path. Registration → Registration → Recipient Master → Create New Recipient, entering identity details such as Aadhaar, Voter ID or PAN.
- DDO as recipient. Because a DDO cannot hold a bank account, a separate category (32) exists for bills such as abstract contingency bills and obsequies.
The Department also advises DDOs to take the recipient’s signature on the e-mandate form and keep it on file.
Salary bill preparation in K2
Salary claims are fetched from HRMS into K2, so the work in K2 is mainly verification and submission. The officially documented bill path involves three roles:
| Role | Action in K2 |
|---|---|
| Caseworker | Prepares the bill. |
| Superintendent | Verifies it under Bill Preparation and Submission → Process → Bill Verification Worklist-DDO and checks the Recipient, Deduction and Amount Summary tab. |
| DDO | Verifies head-of-account details, ticks the confirmation and uses Submit to Treasury if the bill does not need a counter signature. |
Worked example of the flow after Khajane 2 login: a caseworker raises the month’s bill from HRMS data, the superintendent confirms that every employee’s recipient and deduction line is correct, and the DDO signs with the DSC and submits. If any recipient is missing, the bill stalls until the DDO creates or maps that recipient. That is why recipient hygiene comes before bill day.
Bills needing counter signature follow an extra approval step before reaching the treasury.
Common mistakes With Khajane 2 Login
- Searching for a “login link” and landing on a copy site instead of the
.karnataka.gov.inportal. - Thinking citizens need a Khajane 2 login to pay a fee.
- Registering the same recipient twice instead of mapping the existing one.
- Letting the DSC expire without checking Token Administration.
- Confusing HRMS credentials with K2 credentials. They are different applications.
- Installing drivers from non-government sites.

FAQs About Khajane 2 Login
Is Khajane 2 login the same as the HRMS login?
No. HRMS is a separate application that sends salary claims into K2, so each has its own access.
What should I do if my DSC is lost or stolen?
The Department of Treasuries says to inform the DSC management cell immediately, so the certificate can be dealt with before anyone misuses it.
Who can create a user or assign roles?
Roles go only to users registered on K2 who hold a DSC. Registration is handled through the treasury, not by the user alone.
Which address should I bookmark, khajane2 or k2?
Both appear in independent guides. Open each from a trusted official link once, confirm that both end in .karnataka.gov.in, and bookmark the one your treasury uses.
Where do I get help?
Start with your district or sub-treasury and the K2 support contact shown on the official portal. Contact numbers change, so use the ones displayed on the portal itself.
Important: This page is an informational guide and is not an official Government of Karnataka website. Use only trusted government domains for login, downloads and payments.
