The pay depends on the state. Uttar Pradesh is the biggest recruiter and the one most people search for, so it is the main focus. Uttarakhand and Bihar are covered separately because their pay levels and post titles differ.

UP figures come from the UPSSSC advertisement for 7,994 posts. Uttarakhand figures come from UKSSSC/UKPSC recruitment notices of 2021–22; third-party sites disagree on the level, so confirm against the current notification.

Who Is a Lekhpal, and Why Does the Salary Depend on the State?

A Lekhpal is the village-level revenue official who maintains land records and supports revenue work in a group of villages. In UP the post is formally Rajasva Lekhpal, and the Lekhpal reports to the Revenue Inspector. Other states use different titles for similar work: Patwari in Rajasthan, MP and Uttarakhand, Village Accountant or Revenue Inspector in Karnataka, and VRO in Andhra Pradesh and Telangana.

Each state fixes its own pay level, so “Lekhpal salary” has no single national figure. A search result that mixes UP’s Level 3 with Uttarakhand’s Level 5 will give you a number that is wrong for both.

UP Lekhpal Salary Structure (Pay Level 3)

UP follows the 7th Pay Commission matrix. UPSSSC’s advertisement places the Rajasva Lekhpal Salary at Level 3, with basic pay from ₹21,700 to ₹69,100.

A common misconception: many pages list “grade pay ₹2,000” as if it is added on top of ₹21,700. It is not. The 7th Pay Commission abolished grade pay, and ₹21,700 already includes it. The ₹2,000 figure is only a way to map the post to its pre-2016 scale.

UP Lekhpal In-Hand Salary per Month: A Worked Example

In-hand salary is gross pay minus deductions. The formula used here:

DA        = Basic × DA%
HRA       = Basic × HRA%
Gross     = Basic + DA + HRA
NPS       = 10% × (Basic + DA)
In-hand   = Gross − NPS

At entry level (basic ₹21,700) with DA at 60%:

The HRA rates are scenario bands, not an official UP classification. Check which class your district falls under in the UP Finance Department order. These figures also leave out transport and medical allowances and any other deduction on your slip (group insurance, advances, income tax), so your real slip will differ somewhat.

Why published Lekhpal Salary in-hand figures vary so much

• Different DA rates. Some pages still use 28% or 58%. UP’s rate is 60% from 1 January 2026.
• HRA city class. The gap between a rural and a large-city posting is about ₹3,500 a month at entry level.
• NPS treatment. Some calculators skip it, which inflates take-home pay.
• Extra allowances. Whether TA and medical are counted changes the total by roughly ₹1,000–₹2,000 on the sources we saw.
• Training period. Pay during training is sometimes quoted separately.

What the July 2026 DA hike means in Lekhpal Salary

The Centre’s DA formula points to 63% from 1 July 2026: the June 2026 index (AICPI-IW, 151.9) gives 63.75%, which is rounded down to 63%. As of 10 October 2026 we could not find confirmation of the Cabinet order, which normally arrives in September or October. UP has historically followed the Centre after a gap. Its 60% order came in May 2026, about a month after the Centre’s order of 22 April, and arrears for January–April 2026 were not paid in cash.

If UP adopts 63%, entry-level in-hand pay rises by about ₹586 a month (₹33,570 / ₹35,306 / ₹37,042 for the three postings above).

UP Lekhpal Salary Slip: Sample and How to Download

Here is an illustrative slip built from the formula above. It is not an official document.

To get your real slip, UP state employees use the Manav Sampada eHRMS portal at ehrms.upsdc.gov.in. Log in with your department credentials and open the payroll section to download the slip for the month you need. Use only this official address. Sites that offer a “UP Lekhpal salary slip PDF” are, at best, showing a sample.

Lekhpal Salary After 5 Years (and 10)

Each year brings one increment of 3%, and the matrix rounds each step to the nearest ₹100. Applying that rule to ₹21,700 gives the basic pay below. This is our calculation, so verify it against the UP matrix.

Both in-hand columns assume DA stays at 60%. DA keeps rising twice a year, so the real numbers will be higher. A promotion can move the pay faster than increments alone.

Promotion Path and Long-Term Pay

The usual ladder is

Lekhpal → Revenue Inspector → Naib Tehsildar.

In UP the Naib Tehsildar sits at Pay Level 6, with an entry basic of ₹35,400, per UPPSC’s PCS 2025 post details. Sources quote very different timelines for promotion, so treat any “promoted in 5–7 years” claim as indicative at best. Actual promotion depends on service rules, vacancies and seniority.

Lekhpal Salary in Uttarakhand

Uttarakhand recruits Patwari and Lekhpal posts through UKSSSC’s graduate-level exam. The 2021 UKSSSC notice and the 2022 UKPSC notice both list Level 5, ₹29,200–₹92,300. At the entry cell with 60% DA, basic plus DA comes to ₹46,720 (₹29,200 + ₹17,520) before HRA and deductions.

Some aggregator sites show Level 4 or Level 7 for the same post. Those differ from the recruiters’ own notices, so use the latest official advertisement before relying on any figure. Uttarakhand employees view their slips on the state eHRMS portal (ifms.uk.gov.in).

Lekhpal Salary in Bihar

Bihar does not use “Lekhpal” as a standard revenue post. The closest village-level role is the Rajasva Karmchari (Revenue Staff), recruited through BSSC’s inter-level exam and listed at Pay Level 2 on SSC Adda. Level 2 begins at ₹19,900. Higher up, the Bihar Revenue Officer (the Naib Tehsildar equivalent) is at Level 7 with a ₹44,900 entry basic. A few job portals use the label “Bihar Lekhpal” loosely, so check the actual BSSC or BPSC notice for the post you mean.

Lekhpal Salary and the 8th Pay Commission

• The 8th Central Pay Commission was constituted on 3 November 2025 with an 18-month mandate. As of October 2026, no report has been submitted.
• It revises central pay. UP’s Lekhpals are state employees, and UP must adopt any revision through its own decision. State governments have typically followed the Centre with a lag of one to three years.
• Reports of a 2027–28 rollout, with arrears from an effective date of 1 January 2026, are expectations, not decisions.

The fitment factor is not the real raise. Past commissions folded accumulated DA into the new basic pay. Under that practice, you compare the new basic against today’s basic plus DA, not against basic alone. The table below is an illustration, not a forecast.

Prabhat Khabar reports that at 2.5 or higher the entry basic could reach ₹54,000–₹57,000, which matches the 2.57 row. Even then, the first revised slip would carry near-zero DA at the start, and HRA would be recalculated on the new basic. The 7th Commission’s 2.57 factor did not triple anyone’s take-home pay for the same reason.

1. Adding grade pay to ₹21,700. It is already included.
2. Treating gross as in-hand. Gross is about ₹38,000 at entry; in-hand is lower after NPS.
3. Mixing states. Level 3 (UP) and Level 5 (Uttarakhand) are different salaries.
4. Copying an old DA rate into a 2026 calculation.
5. Assuming the 8th Pay Commission applies automatically to state staff.
6. Trusting “salary slip PDF” downloads from sites that are not the state’s eHRMS portal.

Is the July 2026 DA hike already in a UP Lekhpal’s salary?

Not yet, as far as we could confirm. The Centre’s calculation gives 63%, but UP needs its own order after the Centre’s Cabinet approval, and arrears are usually paid together when it comes.

Does posting location change a Lekhpal’s pay?

Yes, mainly through HRA. In our example the difference between a rural and a large-city posting is about ₹3,500 a month at entry level.
